OF THE LIBERAL-DEMOCRATIC PARTY
PRIMARY PROVISIONS
POLITICAL PRINCIPLES AND VALUES
Basic political principles, values and priorities of the Liberal-Democratic Party were formulated in the period of 1997—2001 and remain unchanged under the present conditions. Today the Liberal-democratic party is the best structured and the most numerous party in the Republic of Belarus which has clear political goals and positions.
THE LIBERAL-DEMOCRATIC PARTY is a party of the independent sovereign Belarusian state and it belongs to a democratic, civic direction. In every day life as well as in politics our basic priorities are those of political and economic independence of the Republic of Belarus, protection of individual citizens and main human values of good, love and morality. In social sphere we must achieve the state when these values reflect the principles of sovereignty of the people, civil rights and division of powers. In the economic sphere we are for the modern market economy with a strong social policy and minimal but effective governmental regulation. We are striving to see the Republic of Belarus a country of equal opportunities for private initiative and interests of all its citizens which will bring it prosperity on the level of the European community.
THE LIBERAL-DEMOCRATIC PARTY is a constructive democratic opposition to present authorities. We object to constant attempts to resolve political problems by means of power and to create a corrupt economic regime in our country; to the practice of securing the regime of personal power in the Constitution and the tendency of transformation of the President into a monarch with unlimited power; we object to bringing the power ministries and structures out of parliamentary as well as governmental control; to the encouragement of authoritarian government methods; to the appointment of officials according to the principle of private loyalty; to transferring power to doubtful and incompetent figures; to tolerance to the facts of corruption and illegality in the governmental bodies; to numerous discomfiture situations on the international arena.
THE LIBERAL-DEMOCRATIC PARTY is a socially-oriented party. We strive for strong social governmental politics that may and must serve as a moving power for economy and also as a sense and objective of the economic policy. This is our principal difference from radical democrats, who regard social sphere only as a sphere of social defence and an obstacle on the way to both economic reforms within the state and macroeconomic transformations.
THE LIBERAL-DEMOCRATIC PARTY is a party of reformers. In contrast to communists we believe that reforms are necessary. In contrast to radical reformers we have objection to the methods by which reforms were conducted from the break-up of the USSR up to now. The reforms that lead only to the worsening of life for the biggest part of the population are to our mind not necessary. We strive for the reforms serving the majority rather than a narrow stratum that aims at quick enrichment.
THE LIBERAL-DEMOCRATIC PARTY is a party of governmentalists. We believe that even the most reasonable economic politics can’t be put into practice if the governmental structures are incapable and weakened. In such governmental conditions one can not reach a positive result. Our aim is to create a state capable of functioning that can defend civil rights and effectively resist corruption and criminality.
THE LIBERAL-DEMOCRATIC PARTY is a party of patriots but not national-populists. In contrast to demagogues of various kinds we believe it is indecent to cry and politically speculate on the love to the native land. We respect this feeling of different peoples and countries. Our aim is to reach prosperity of the Republic of Belarus. The Republic of Belarus for us is first of all prosperity and safety of citizens. It means not only a strong government and power structures but also a modern high quality education, medicine, safety and effective economic and high culture. This is our conception of patriotism that is contrary to aggressive national-populism.
THE LIBERAL-DEMOCRATIC PARTY object to radicalism of any trend. We are free from absolute negation of the past. However for us it is not only those who call themselves communists who are the successors of that history. We want to preserve the continuity of times. Our relation to communists is dictated by aversion to (of) their ideology and political practice on the one hand and by respect to the part of Belarusian society which doesn’t want to change it’s views according to the reality on the other hand. The communists will always be our opponents, we are against their coming to power in the Republic of Belarus, but we never base our politics on the anti-communism.
By what does THE LIBERAL-DEMOCRATIC PARTY differ from the other political forces of the Republic of Belarus?
At present the is a number of political parties and coalitions on the
political scene which strive to come to power in the Republic of
Belarus. We don’t see among them those who can solve the tasks which
Belarus is facing in the 21st century. Some of them call our state to
the past, others suggest to recover nationalist populism and
adventurism rejected by the majority of population and the third are
just representatives of the present authoritarian authority.
THE LIBERAL-DEMOCRATIC PARTY is a party of citizens but not of chiefs.
The Liberal-Democratic Party bases upon and expresses the interests of
common people – workers, employees, teachers, doctors, representatives
of medium size and big business and so on. We protect the interests of
every citizen of the Republic of Belarus irrespectively to his/her
social status.
THE LIBERAL-DEMOCRATIC PARTY is a party of the future but not of yesterday.
From 1995 the governing body of the Liberal-Democratic Party has been
suggesting variants of politics that is in the interests of the
majority. But unfortunately the choice of the authorities is always in
favour of the politics that is convenient to it but not to the majority
of people. It is necessary to change this pattern. Authority is for
people and people are not for authority.
THE LIBERAL-DEMOCRATIC PARTY advocate the reforms for the majority but not for the elite.
We have got a program where the way out of the crisis that the Republic
of Belarus is going through is worked out. This program is oriented
toward the interests of the majority of population. It is enough asking
people to suffer in the name of reforms. Reforms should lead to
improvement, but not to worsening of people’s life, they should be
creative and gradual – without shocks and crises. The
Liberal-Democratic Party suggests exactly this way of reforms.
CONFIDENCE OF PEOPLE IS OUR PRIORITY
We follow clear and understandable principles in life and in politics.
The principle of responsibility: one can rely on the Liberal-Democratic Party
A responsible politics presupposes an ability to answer for the taken commitments. Our responsibility includes responsibility for the future. A distant future for the Republic of Belarus has for us the same great meaning as it’s nearest perspectives. We don’t want power for power. Our aim is to promote real changes in the incorrect governmental politics and to transform it into the politics that expresses interests of the most of people of our state.
The principle of morality: honesty is the best policy.
We refuse to pursue an immoral politics.
Politics must be made with clean hands. The goal does not justify the
means. Means of achievement of political goals are important for us not
less than the goals. We proceed from the fact that legality should
never be sacrificed to expediency.
We refuse to guide politics in the way when the advantage of some
people and social groups is achieved at the expense of suffering of
others. We are against cheap egalitarian politics but we believe it is
inadmissible to tolerate prospering of a narrow strata against a
background of mass impoverishment.
We don’t give our electorate unattainable promises, we tell and do in
politics only what we ourselves really believe in. We refuse populism
of any kind as a sort of political fraud.
The principle of predictability: we do what we talk about
Politics must be predictable. Every step in it must be calculated from
the standpoint of it’s consequences for the people. We are against
adventurism in politics because we know that any experiment in politics
is an experiment upon people.
All our public positions are corollaries of our moral position and
program lines. In this sense we are quite predicable and consistent.
Besides we are constructive and always propose a realistic variant of
actions. We are ready to carry on negotiations, to establish
coalitions, to meet half-way in the cases when it leads to the movement
of the country towards the ideals we proclaim.
The principle of professionalism: every man should be in the right place
We believe that a state can’t be ruled by housewives and relatives
of a statesman. A state should be ruled by professionals. A
professional is not only a specialist in his own field, he is also a
man of high moral standards who follows the professional code of honour
and is well disciplined.
We have enough experience to rule the state.
The Liberal-Democratic Party has a serious and elaborate program of
activities in legislative and executive bodies of the country. People
who have great and varied experience of work in the governmental bodies
now work with us. We have unity of views and god mutual understanding.
It is called a management team and we are ready to work for the
prosperity of the Republic of Belarus.
II. OUR GOALS AND OBJECTIVES
Remaining the only political power that successively stands for
democratic principles in practice, the Liberal-Democratic Party states
the objectives to form in the Republic of Belarus:
civil society
with interrelated freedom of citizens and law where every citizen
chooses the power he trusts independently and without directions or
compulsions;
civilised governmental order under which the state defends civil
rights, the officials don’t steal, don’t lie and fulfil their duties
professionally;
a competitive, socially oriented market economy under which wages and quantity of jobs grow.
THE LIBERAL-DEMOCRATIC PARTY states the following objectives:
consistent protection of democratic principles of carrying out
governmental policy, overcoming the constitutional crisis;
forming a perspective economic policy;
standing against corruption and plundering of public funds by all available to the Liberal-Democratic Party means;
giving firm support to institutes of civil society in the country; free development of parties and public movements:
giving support and protection of independence from the government to media;
obligatory creation of private property institute, including ownership
of land, as one of the main constitutional provisions. Creation of
reliable legal mechanisms for the protection of all forms of private
property, rights of stockholders and investors, support of small-scale
business undertakings and private initiative;
creation of juridical, political, social and economic conditions for
complete realisation of private civic initiative – it is one of the
main priorities in the Liberal-Democratic Party activity, apart from it;
providing social guarantees to all citizens of the Republic of Belarus,
improvement of pension system and social payments.
reforming the electoral system in the Republic of Belarus according to
the European standards. Strive for an honest and effective work of the
electoral system on regional and governmental level, suppress political
games with the electoral law, ban violations and falsifications at
elections.
Social goals
Our social goals are:
Income growth, strengthening of the social defence system for the disabled.
Growth of salaries in the budget sphere, introduction of employer
economic responsibility for delay of payments, employee’s protection
from insolvency of the employer.
Income growth along with the price growth, banning the periods of slump of real living standards.
Bringing the minimal salary rate close to the minimum life standards
Bringing the mediate remuneration of labour for budget employees close to the level of wages in the national economy.
Stepwise bringing social (minimal) pension to the level of minimum life
standards and reestablishment of working pension, in perspective –
personification of retirement accounts and development of non
governmental provision of pensions system.
Serious growth of the social guaranties level for the disabled,
especially invalids and children, resolute change to personal allowance
system on the basis of application.
Guaranteeing an accessible first-class education in the Republic of Belarus
Real constitutional guarantees of civil rights regarding public and
free-of-charge education, priority of education on all the levels of
governmental policy.
High quality and effectiveness of education, its practical life direction.
Wide variance of education oriented to the needs of a person, society and country.
Openness and responsibility of educational policy – clearness of
financial streams in the educational system, openness of the demands to
educational establishments and pupils, including competitive tests,
open character of taking principal decisions and responsibility for
commitment of these decisions.
Protection of children rights and protection of childhood.
Youth policy.
Young generation is the future of the country, that’s why the
Liberal-Democratic Party is not indifferent to the position and
orientation of modern Belarusian youth.
The Liberal-Democratic Party suggests:
To pass the Law of youth that would guarantee its rights and responsibilities.
To take steps to provide employment of young people.
To set up conditions for worthy and full spare time and rest, to
develop a network of clubs- palaces of culture, youth cafes, sport
buildings and stadiums.
To create equal possibilities for every young man in getting education and in starting a professional carrier.
Preservation and development of priority directions of Belarusian science.
Gradual growth of the state budget allotment for science.
Widening of tax relief for customers and executors of scientific-research works.
Reduction of brain drain by means of paying essential grants to
talented Belarusian scientists who work according to their speciality
at the expense of resources of especially created budget fund (within
the expenses for science).
Support of small-scale business undertakings in scientific innovation sphere.
Development of patent law.
Development of the program of scientific and high school integration.
Stimulation of development of civil scientific community and also international integration of the Belarusian science.
Reliable and accessible public health service.
The following services must be guaranteed by economic mechanisms in force:
free of charge consultations and specialist’s service for patients in polyclinics at the place of residence;
free of charge hospital assistance for patients and providing them with
the necessary minimum of medicines and material security;
no-failure ambulance operation;
effectively working system of considerable discounts and free of charge
medicines according to the declared list: the medicines should be
accessible especially for those who can’t manage without them (heart
sufferers, ontological diseased, diabetics and so on);
system of motherhood support;
reestablishment of prevention infectious diseases system (vaccination);
financial support of donors
system of retraining and raising the level of doctors’ and specialists’ skill
In addition to this minimum of free of charge or cheap medical
services it is necessary to develop a system of chargeable medicine
services and free-will insurance for those who can and want to provide
themselves with medical service of a higher level of comfort and
quality. People’s expenses for paying medical services must be deducted
from taxation base of income tax and of profit tax. Enterprises and
payment based medical service institutions must have essential tax
discounts fixed by law.
Preservation and increase of cultural diversity and spiritual heritage of the Belarusian people.
Preservation and increase of national and cultural heritage –
historical and cultural memorials, museum and library funds.
Governmental stimulation of the Belarusian language and literature development;
Budget and tax protection regarding cultural organisations and system of spreading cultural values.
Stimulation and support of professional artistic creative work, development of native cinematography.
Moral and tax support of patronage, sponsors, investments to cultural
organisations, development of payment forms in cultural establishments’
activities.
Improvement of legislation in the sphere of copyright and adjacent rights.
We believe that religion is an important part of human spiritual
heritage. Standing on the principle of free-thinking we respect moral
ideals of traditional religions advocated by the citizens of the
Republic of Belarus. We are open for collaboration with the Church and
the believers. We will struggle against religious extremism and
development of sects which depress personality.
Economic development
The main objective in economic development is conversion to economic growth on the basis of stimulation of the legal economic sector that can provide income to the budget and ousting of shadow economy.
The main points of the economic programme of the Liberal-Democratic Party:
Recovery of people’s confidence in the government
People’s and business’s confidence in the government is a prior
condition for the accomplishment of any economic program. Confidence is
money: it is legalisation of people’s savings, their transference into
investments. In order to recover confidence in the government it is
necessary to accomplish the following :
Real and trustworthy legal support of private property and ownership, independently of their forms
Stability of national currency.
Bank credits for real sector.
Making the government activity predicable, stability of the rules of the game in the economic field.
Realistic budget.
Drawing of foreign and home investments against reliable security from
the side of the state. Honest and stable relations with investors.
Public use of financial and industrial resources available to the state.
Lowering of taxes and tax reform
Radical lowering of taxes (that will stimulate economic development)
and a system of measures of bringing economy out of crisis are
necessary. Under the conditions of loose administration the lowering of
tax load should be also accompanied by simplification of the tax
system, what will raise possibilities to control it. Finally it is
necessary to change the tax system: special stress should be laid on
indirect taxation, assessed and transaction taxes should be declined.
The reform of income tax and social payments based on the idea of
exchanging of rate lowering for legalisation of shadow income must
become the essence of the first stage of the tax reform. For that a
regressive scale on social payments must be created. There must be also
an essential widening of possibilities to deduct from the taxation base
the income tax of the outlay within the state. Moreover, cutting down
of profit tax effective rate at the expense of declining of nominal
interest rate and liberalisation of costs make-up must be undertaken.
Effective rate on profit tax must be cut down from 30% to 20%, on
income tax – to 10% (and lower for the low paid people).
The next stage of the tax reform is cutting down of indirect taxation
as far as budget income will grow (in the connection to legalisation of
former shadow income of people and enterprises).
According to our cautious but effective variant of tax reform the
decrease of budget income is possible on a very small scale and only
for several month. This can be easily compensated by the following
measures of economic policy.
Putting the process of use of budget resources in order
Strengthening of budget discipline: transference of all the budget
accounts to treasurer’s service, competition way of all the
governmental orders and governmental purchases, revision of budget and
non budget funds and so on.
Putting the financial activity and taxation in order.
Struggle against corruption within executive and legislative branches of power.
Toughening of control under special expenses of budget funds including
the resources which are transmitted to regional and local budget.
Growing of income from state property.
Using of other non-traditional mechanisms for drawing investments, such
as concessions, free economic zones. This investments will create jobs,
provide orders for Belarusian producers and for new tax income.
Strengthening of competitive markets and private property protection
We won’t have economic growth without investments. But there will be
no investments without creating an effective owner who is interested in
long-term development of the enterprise and not in eating away its
profits For that it is necessary to:
Pass laws which will provide
with reliability to property right, at first to the most economically
important property. Assistance to development of turn-over of immovable
property for it’s effective use with the simultaneous progressive
taxation of speculative transactions, legislative stimulation of
mortgage as an instrument of self-financing and self-development of
manufacture.
Stimulation of small business, simplification of registration and
enterprise dissolution procedures, changing in the tax system,
governmental permission granting system, dissolution of governmental
racket and blackmail by the governmental controlling officials.
Legislative and judicial protection of small entrepreneurs’ rights,
strengthening of stockholders’ control over managers, development of
stock market and insurance mechanisms.
Changing of objectives of privatisation from budget income to effective government and drawing of investments
Thorough analysis conducted by the government investment competition
and auctions and appeal to court about the results of this competition
in cases when investors haven't committed treaty obligations. In this
case the sale of state property to conscientious investors will follow
.Non-admission of unconscious investors to taking part in competition
on privatisation of state property or to competition which gives right
to conclude an investment treaty.
Realisation of the program of non payment liquidation in the national economy.
Realisation of the mechanism of bankruptcy and sanitation of
enterprises as a mechanism of manufacture and governmental
effectiveness growth.
Reform of State apparatus and struggle against corruption
Cutting down the quantity of officials, raising of their responsibility
for the entrusted work and personal interest in the public service.
Cutting down the quantity of the issues which are solved by officials
to the necessary minimum and their rigorous legislative regulation.
Exclusion, as a rule , of the practice of solving the issues by
officials without competition (state orders, state purchases, state
investments, distribution of licences and so on)
Openness, publicity and public control over the actions of officials’
who resolve issues of individual permissions and so on.
Creating of an atmosphere of intolerance toward corruption, special
anti-corruption programs, carrying out of show trials, improvement of
legislation concerning struggle against corruption
Creation of the state governed by the rule of Law
The Liberal-Democratic Party is the only political party in the
Republic of Belarus that consistently defends the priority of right
over expediency, the idea of the state governed by the rule of Law
, a state for citizens. The idea of the state governed by the rule of Law means the following for the fate of modern Belarus:
first, rule of law according to which the citizens “may do everything that is not straightforwardly forbidden by law”.
second, such distribution of authority within the state authorities
that renders impossible to abuse it. The authority must know about
punishment and it must not believe in its impunity.
third, fair and respected law independent from the executive power.
Constitutional reform
Time passed from the moment of adopting the new Constitution has
confirmed that we were right when in 1996 we pointed at serious dangers
it contained. In practice the Constitution changed as a result of so
called “Referendum” in 1996 does not defend society from lawlessness on
the part of the authority and it has in fact abolished the stable
system of division of powers. It created danger of concentrating full
power in the hands of one man with all the ensuing consequences for
rights and freedom of the citizens of the Republic of Belarus.
In
this conditions the Liberal-Democratic Party strives for overcoming of
the constitutional crisis by means of negotiations with the acting
power and reforming of Constitution according to democratic European
standards. In existing political reality the Liberal-Democratic Party
regards this process as one of the conditions of ensuring the
responsibility of the authorities (legislative, executive and
juridical) to society. At that the Liberal-Democratic Party objects to
radical measures on overcoming the economic crisis, being for a
cautious and well-considered approach to the constitutional reform.
The Liberal-Democratic Party will try to achieve the state when the RB Constitution provides:
real division of powers between legislative, executive and juridical
authorities, inclusion of provisions that prevent the possibility of
appropriation of one governmental body’s power by another body;
clear definition of presidential authority and responsibility;
conferring on the parliament of sufficient control authority;
changing the order of forming the single-board Parliament of the
Republic of Belarus: increase in the number of the Parliament members
to 240 persons; elections according to the mixed system – 50% at single
mandate election constituency, 50% according to the parties’ lists.
raising of government and the chairperson roles, the chairperson is
appointed and displaced by the President at the consent of the National
Assembly House of Representatives;
providing the Court with real independence, creating mechanisms and
conditions that guarantee unconditional executions of court decisions.
Struggle against criminality
The main causes of the increase in crime is in the destruction of
the system of moral and ideological guiding lines, worsening of social
and economic life conditions for wide population strata, imperfect
legislation, disorganisation of justice body that proved to be adapted
not enough to work in new conditions.
Criminality is a serious
disease of the whole society. For curing it a surgical operation must
be combined with long-term therapy of the whole organism: struggle
against poverty and unemployment, strengthening of family, perfecting
of educational system, investments in culture and stimulation of
organised free-time for young people and so on. At the same time
essential changes in juridical and power structures are needed:
Juridical reform and provision with real independence of juridical
authority (including financial independence), reinforcement of
supervision of juridical power, wide use of jury, gradual abolition of
martial courts and specialisation of common jurisdiction courts and so
on.
Reforming of the Office of Public Prosecutor -- cutting down of
controlling authority and giving essential part of it to the Ministry
of Justice, excluding it from the composition of investigating bodies,
financial provision on the courts level.
Reforming the Ministry of Internal Affairs system with the division of
regional and local authority, struggle against corruption, improvement
of militia material and technical equipment and raising social
protection of militiamen and their families.
Creating a self-dependent and independent from separate departments
Committee of investigation with liquidation investigation functions of
all the others governmental structures.
Development of jury and widening of privileges connected with accomplishment of social functions by advocates.
Transition to unique organisational non governmental base of notary
public with strengthening of notary responsibilities and widening of
their functions.
Reform of system of correction labour establishments and pre trial
prisons, making conditions of living for inmates better and permitting
public control over places of imprisonment, raising legislatively
allowed level of self-defence and eliminating the practice of arrests
before trials for suspected of not heinous crimes.
Freedom of speech and media
Free media plays an important part in the establishment of democracy
on the territory of the Republic of Belarus. In this connection the
Liberal-Democratic Party considers that it is necessary:
To forbid
the state bodies (on the state as well as on the regional level) to be
founders or owners of shareholders of media, founders, editors or
editorial staff.
Give tax and rent privileges on the equal basis to media.
Distribute the budget funds for supporting media openly by the decision
of a collective body that includes representatives of legislative and
executive authorities and of professional journalists’ associations.
Media controlled by the government must give equal possibilities to all
citizens, representatives of political parties and public movements of
the Republic of Belarus to realise their constitutional right rather
than attend to the interests of the executive power.
Environmental policy
More than 50% of the territory of the Republic of Belarus is
environmentally disadvantaged. As a result of the Chernobyl disaster
the mortality of the citizens in the state has raised, especially among
children. About 30% of the state population lives on the territory
polluted by radiation. Catastrophic decrease of life expectancy of the
citizens in the Republic of Belarus is connected with unfavourable
environmental situation. The Liberal-Democratic Party will continue
it’s activity directed to:
realisation in full measure of the
Programme of liquidation of Chernobyl catastrophe consequences.
Constant improvement of this Programme taking into account the newest
scientific and technical achievements;
dramatic increase of objectivity and meaningfulness of governmental
ecological expert examination by ratification of all the programs and
projects;
strengthening of control over the ecological situation in cities and
introduction of compulsory ecological standards (drinking water, waste
of industries and transport and so on);
Non- admission of transferring of ecologically dirty technologies and
production and of using the territory of the Republic of Belarus as a
dump for dangerous waste (including radioactive waste) from other
countries;
Socio-ecological rehabilitation of ecologically disastrous and disadvantaged territories;
Protection and restoration of suburban, green, forest park and water zones , which were disturbed by illegal building;
Carrying out of constitutional ecological rights of citizens (including
the right to collect and spread ecological information, the right to
compensate for the damage that was caused by violation of ecological
law and right to participate in taking decisions influencing the state
of environment).
The Republic of Belarus needs an elaborate long-term ecological
policy based on attaching more importance to nature resources, on
full-weight financing of rehabilitation measures, perfecting the system
of governmental control of nature use and protection of environment,
raising of responsibility of the persons taking decisions, using nature
and agents of management for ecological violating of law, bringing
regions and community to resolve ecological problems.
Foreign policy and foreign security
Foreign security of the State in the modern world is based on strong
economy, sufficient military power and conscious foreign policy. Weak
economy of the Republic of Belarus makes us to set moderate but
accomplishable issues on providing foreign security as such
Having
extremely favourable geopolitical position the Republic of Belarus must
put into practice peaceful foreign policy in all directions. Special
priorities should be given to the development of adequate relations at
first with the nearest neighbours -- the Russian Federation, the
Ukraine, Baltic countries and Poland. Eastern and Western vectors
should be balanced and answer the practical interests of the Republic
of Belarus.
All the strategy of the foreign policy must contribute to raising the
standards of living of every Belarusian citizen and to the
modernisation of industrial and agricultural potential of the country,
it’s withdrawal from international isolation.
Activation of relations with all the European countries and leading
European institutes – Continental Alliance, OSCE, Council of Europe and
so on for the purpose of joining the European integration processes.
The Republic of Belarus as a peaceful state is interested in preventing
military threat at first by diplomatic means and in this direction
development of partner relations with NATO is of special importance.
Armed forces of the Republic of Belarus
The main objects and of the armed forces at present are:
Providing the general designation forces of anti-aircraft defence and
Air Force with minimal sufficiency to repulse an attack, to damage
enemies in the case of their crossing air or land frontier of the
Republic of Belarus.
Creation of highly professional and highly equipped with modern
military equipment and weapons mobile forces that constitute the base
of the Belarusian army and can help frontier troops, home troops in
realisation of their objectives.
The main priorities at the present period are:
Carrying out of a
true military reform that would balance quantitative and qualitative
parameters of all the spectre of transformation in armed forces that
would correspond to the demands of time.
Abolition of compulsory conscription service in peaceful times.
Recruitment of armed forces under a contract scheme.
Strict and uninterrupted financial and housing security for the
employees and transfer to the reserve, social defence (including
pensions to military pensioners and material support of relatives of
perished and invalids).
Maximal prolongation of the serviceability of ready for action
equipment and military techniques at the expense of adequate repair,
material and technical servicing, maintenance and improvement of
military-industrial establishment of the Republic of Belarus taking
into account internal and external needs.
